<p class="MsoNormal"><span style="font-size:small;font-family:Times New Roman;"><span style="font-size:12pt;"> </span></span><span style="font-size:x-small;font-family:Arial;"><span style="font-size:10pt;font-family:Arial;">Earlier this month <a title="http://www.pulsetoday.co.uk/story.asp?sectioncode=23&amp;storycode=4121807" href="http://www.pulsetoday.co.uk/story.asp?sectioncode=23&amp;storycode=4121807">he said</a>: &#8220;I don&#8217;t think we should extend it [secondary care restrictions] to primary care, and neither does the medical expert group that have looked at this&#8230;. I understand all the points made by the clinicians we consulted, about the public health risks, the sheer inhumanity of refusing to treat people who are ill in primary care.&#8221;</span></span></p>

<p class="MsoNormal"><span style="font-size:small;font-family:Times New Roman;"><span style="font-size:12pt;"> </span></span><span style="font-size:x-small;font-family:Arial;"><span style="font-size:10pt;font-family:Arial;">Church Action on Poverty believe that it is not only morally wrong to refuse anyone in Britain healthcare, but also the economic costs of having increasingly sick destitute and desperate people in this country are unfathomable. For many months we have been waiting for the joint plans from the Home Office and the Department of Health to severely stop people refused asylum from using primary health care. We hope the Ministers comments are signs of a definite rethink of their short-sighted proposals.</span></span></p>

<p class="MsoNormal"><span style="font-size:small;font-family:Times New Roman;"><span style="font-size:12pt;"> L</span></span><span style="font-size:x-small;font-family:Arial;"><span style="font-size:10pt;font-family:Arial;">ast year the </span></span><a title="http://www.guardian.co.uk/uk/2008/apr/12/immigration.publicservices" href="http://www.guardian.co.uk/uk/2008/apr/12/immigration.publicservices"><span style="font-size:x-small;color:#000000;font-family:Arial;"><span style="font-size:10pt;color:black;font-family:Arial;" title="http://www.guardian.co.uk/uk/2008/apr/12/immigration.publicservices">High Court ruled</span></span></a><span style="font-size:x-small;font-family:Arial;"><span style="font-size:10pt;font-family:Arial;"> that people refused asylum can be considered to be &#8220;ordinarily resident&#8221; and so entitled to NHS care. But the Government wasn&#8217;t happy with this so took the matter to the Court of Appeal. We are waiting for the final ruling. In mean time, the poorly worded </span></span><a title="http://www.dh.gov.uk/en/Publicationsandstatistics/Lettersandcirculars/Dearcolleagueletters/DH_084479" href="http://www.dh.gov.uk/en/Publicationsandstatistics/Lettersandcirculars/Dearcolleagueletters/DH_084479"><span style="font-size:x-small;font-family:Arial;"><span style="font-size:10pt;font-family:Arial;" title="http://www.dh.gov.uk/en/Publicationsandstatistics/Lettersandcirculars/Dearcolleagueletters/DH_084479">guidance from the Department of Health</span></span></a><span style="font-size:x-small;font-family:Arial;"><span style="font-size:10pt;font-family:Arial;"> is being used. Unfortunately there are still GP&#8217;s who do not understand the confusing guidance or they are exercising negative discretion about who they treat. The guidance doesn&#8217;t spell out that an IS96 form and Asylum Registration Card (ARC) will be probably adequate proof of &#8220;temporary admission&#8221;.</span></span></p>

This has helped the show the widespread outrage amongst doctors. If you know any (medical) doctors, it is still worth encouraging them to sign the statement online.</span></span></p>

<p>CHANGEMAKERS is about developing the capacity of local people to take part effectively in public life in Manchester, and training is key to that aim. <p>  A unique opportunity to learn from Greg Galluzzo of the Gamaliel organisation. Greg trained Barack Obama as a community organiser. Obama has since gone on to use some of the techniques you will learn to make history.</p>
<p>CHANGEMAKERS is about developing the capacity of local people to take part effectively in public life in Manchester, and training is key to that aim. The training that we run challenges people to put their passion and energy at the service of their community &#8211; it is about developing our power and our ability to act effectively together. </p>
<p>The training is for those:</p>
<p>•	wanting to play a more active role in their organization, community group, school, congregation, or trade union<br />
•	keen to develop their leadership skills and those of others<br />
•	interested in understanding how to make an organisation more effective and inclusive<br />
•	inquisitive about who makes the decisions which impact on our lives, our families, our organisations and how we can influence those decisions<br />
•	eager to learn better ‘people’ skills and how to work as a team<br />
•	willing to work for the things they believe in</p>
<p>The training teaches:</p>
<p>•	new leadership techniques<br />
•	how to connect your faith and values to practical action<br />
•	the role that power and self-interest have in holding a group together and in making the world work</p>

<p>Two free places for members of ChangeMakers. Members pay a deposit of £25 per person to reserve a place on the training.  Deposit will be refunded in full at the end of the training.</p>

<p class="MsoNormal"><span style="font-family:Times New Roman;font-size:small;"><span style="font-size:12pt;" lang="CY">This selection process will take place in early January  and the key issues will be brought to the Action Meeting on January 28th.  We  will then ask everyone present to select one or two issues for immediate  action.</span></span></p>

<p>Was a <strong>BIG</strong> success!</p>
<p>The wonderful turnout included people who are British, African, Asian, European, Jewish, Christian, Muslim, Unitarian, and those of no particular religious affiliation. The scene was very much set for the promise that ChangeMakers holds in store for all member organisations.</p>
<p>After a hearty welcome and brief reflection everyone had the opportunity to spend 10 minutes engaging in “one-to-one” sessions. These one-to-one sessions are as the heartbeat of ChangeMakers.  It is a powerful time of engagement, getting some idea of what makes a person tick so that the process of community organising can begin by allowing people’s individual and collective interests to be discerned and met.</p>
<p>Next we appointed eight temporary trustees who will steer the organisation until the Annual General Meeting. Thank you and congratulations to our new Trustees:</p>
<p>•	Rev. Daniel Burton, St John’s and Trinity Church, Cheetham</p>
<p>•	Tahira Sindu, Trafford Asian Women’s Network</p>
<p>•	Mansoor Hassan, Exiled Journalist Network</p>
<p>•	Ben Gilchrist, Network (Greater Manchester Evangelical Alliance) and SPEAK</p>
<p>•	John Kerkula, SEVA Manchester</p>
<p>•	Vicky Flynn , Manchester Carers</p>
<p>•	Erinma Bell,  CARISMA</p>
<p>•	Azeldin El Sharif,  The British Libyan Solidarity Campaign</p>
<p>New ChangeMakers staff were introduced:</p>
<p>•	Ocia Koranteng – Lead Community Organiser. Ocia will be overseeing work in Manchester Changemakers and working directly in South Manchester.</p>
<p>•	Liz firth – Bradford Community Organiser.  Liz will be developing ChangeMakers in Bradford with close liaison with the Manchester team.</p>
<p>•	Lorraine Shaw will be part of the Manchester organising team in North Manchester.</p>
<p>•	Adam Dickson – a volunteer in the North Manchester organising team and helping with administration.</p>
<p>The entire team will be working under the direction of Mark Waters, the National Organiser for the ChangeMakers Project, who himself will be working in the Wythenshawe area.</p>
<p><strong><br />
We heard from people who recently completed the leadership training. </strong></p>
<p>It was generally agreed that the challenging nature of this training had enabled them to discern their own unique ambitions, skills, and desires for exactly what it is they wish to achieve within their own communities and become powerful leaders.</p>

<p>FOUR organisations officially pledged to ChangeMakers.  We are proud to announce that the following are our FOUNDING MEMBERS:<br />
•	The Boaz Trust – an organisation serving destitute asylum seekers in North West England, including providing them with housing where is possible.</p>
<p>•	CARISMA (Community Alliance for Renewal, Inner South Manchester Area) – A local community committed to serving the needs of young people and addressing the issues affecting them.</p>
<p>•	The British Libyan Solidarity Campaign – A campaign group working with Libyans in the UK who have suffered as a result of their nation’s socio-political climate under Gaddafi.</p>
<p>•	The Darfur Community – A solidarity group committed to serving Darfurian peoples in the UK and raising awareness of the nation’s difficulties.</p>
<p><strong>FIRST CALL TO ACTION:</strong><br />
Dave Smith of the Boaz Trust presented the“City of Sanctuary” project &#8211; a movement endeavouring to build and nurture a culture of hospitality, in Manchester, for people seeking sanctuary in the UK.</p>
<p>The aim of the City of Sanctuary project is for local groups to work in building coalitions of organisations from all sectors of society which will commit to welcome refugees, asylum seekers, and other individuals seeking sanctuary. The project is highly relevant to the spirit that ChangeMakers embodies, and may potentially become an integral part of our ongoing community organising work.</p>
<p>The meeting concluded with a firm and energetic call to move forward.</p>
<p>The new staff and Trustees will be focusing on key areas in Manchester and holding hundreds of individual meetings to engage with local community groups and organisations. The purpose of these engagements is to gain a sufficient understanding of people’s concerns within their areas so that they may be fed into the larger strategy of the ChangeMakers project.</p>
<p>Training seminars within these key areas will also take place in order to inform people about ChangeMakers and broad-based organising and how to conduct one-to-one interviews within their own communities.  The schedule for these seminars is:</p>
<p>1st December: Wythenshawe<br />
2nd December: North Manchester<br />
3rd December: South Manchester<br />
6th December: Central and East Manchester</p>
<p>Time:  10:30am and 2:30pm. Venues to be announced.</p>
<p>The issues which emerge from these interactions will be brought to the next main ChangeMakers meeting on 28th January 2009.</p>
<p>If the general feeling in the room was anything to go by, then it appears the words “It’s time to take action” will soon be ringing very true within the city of Manchester…</p>
